Positive News From the Animal Protection Act
After 10 years, the new Animal Protection Act (2017) brings many positive news, including:
- a total ban on killing animals in shelters after 60 days
- ban on permanent chaining and tethering of dogs
- ban on using animals in circuses, with the exception of domestic animals, and this only if their natural behavior is shown
- mandatory construction of shelters in all counties
- a regulated deadline for controlling dogs' microchips
- everyone with one or more bitches for breeding and sales of animals must register
- advertising of dogs for the purpose of sale or change of ownership, the number of the microchip of the dog and the number of the microchip of the mother dog must be published
- spaying/neutering can be required by the minister and local self-government units in areas with a major problem of abandoned animals as well as the veterinary inspector can require the same for individuals who do not care of the offspring of their companion animals
- ban on the use of equines for pulling logs and firewood out of forests, except in hard-to-reach areas
- prohibition of sexual intercourse between humans and animals
- ban on keeping dolphins and bears in captivity except in animal sanctuaries and zoos
- ban on throwing firecrackers at animals
- ban on live feather plucking
- ban on keeping wild animals in gastronomical facilities and for public display
- ban on keeping animals in gastronomical facilities for decorating space, unless they are adequately placed
- the ban on the admission of animals from shelters to juveniles
- establishing a unique information center for the recording of lost and abandoned animals
- after being used in experiments, laboratory animals before euthanasia must be put up for adoption
- ban on the sale of tame ferrets in stores
- shelters should ensure the spaying/neutering of rescued dogs and cats and ensure the microchipping and registration of cats
- ban on the sale of sick and injured animals and those that are still dependent on their mother
- ban of using dogs and cats for the production of food and other products
- ban on exhibiting dogs with cropped ears and docked tails, except hunting dogs
- ban on mating domestic dogs and cats with wild animals
- ban on using sick and injured animals for breeding as well as those which are not sexually mature
- ban on making animals run tied to a moving vehicle
- ban on abusing animals by shooting at them or exposing animals to fire, hot objects, corrosive or toxic substances, etc.
- ban on the joint holding of incompatible animals, i.e. those that may cause another unwanted pregnancy, injury or death
- the local self-government unit has to fund helping injured animal if it is unknown who has hurt them
- the obligation of training a companion animals if they pose a danger to the environment
- coordination working groups in municipalities and cities that will encourage adoption of dogs in shelters, microchipping, spaying/neutering and education on abandoned animals
- counties will make a population control program for abandoned dogs
- define the authority of the communal custodians (can check the conditions for keeping companion animals, read microchips, file criminal charges and notify the veterinary inspector)
- the money from fines goes to local self-government units for abandoned animals and is used for the purpose of care of abandoned and lost animals
