01/05/22 Pyrotechnics shops broke the law by selling firecrackers!

During the holidays, individuals once again terrorized citizens and broke the laws.

- Animal Friends wrote a letter to the Ministry of the Interior of the Republic of Croatia asking for strict control over the illegal sale and use of the firecrackers

Association Animal Friends Croatia sent a letter to the Ministry of the Interior stating that during the past holidays, citizens had reported violations of the legal ban on the sale and use of firecrackers for personal use. The Association praises the ban on these noisy pyrotechnics as necessary and useful. They believe that at the end of 2022, increased police control will be necessary regarding the ban on the sale and use of firecrackers, by forming additional police patrols that will control law enforcement and respond to citizens' reports, it is also important to strengthen control of trade which sell pyrotechnics. They repeated their appeal for the next legal changes allowing the use of other pyrotechnic devices from categories F2 and F3 only in the period from 31st of December to 1st of January, because nothing is celebrated on 27th, 28th, 29th and 30th of December.

In a letter to Minister Davor Božinović, Animal Friends cites examples of violations of the ban on firecrackers, which citizens reported to them. They warn that the biggest problem is the trade in pyrotechnics, which openly exhibited and sold firecrackers of all kinds and knowingly violated a number of legal regulations - they did not ask customers for confirmation that they are legal entities that have proof of performance of activities for which the use of pyrotechnics is envisioned, nor did they enter the data in the registers and submit them to the Ministry of the Interior so that the inspectors could supervise the buyers and determine the purpose of the purchase and use of firecrackers.

The ban on firecrackers (and firecrackers in a row) is showing excellent results, as evidenced by citizens from cities where there were not many shootings or harassment of people, animals or material damage this year. However, we point out the problem of illegal business of pyrotechnics distributors in the cities where they have their stores, which is why there was the use of firecrackers and increased shooting of pyrotechnics in those places. This greatly upset and angered the citizens, who thought that they would finally welcome these holidays in peace and security for themselves and their pets, " said Animal Friends.

They reminded that the vast majority of the Croatian public at the beginning of 2021 wholeheartedly supported the entry of the praiseworthy ban on the sale, purchase, possession and use of firecrackers of categories F2 and F3. The Law on Amendments to the Law on Explosive Substances prohibits the sale to citizens of all types of firecrackers, and citizens are prohibited from acquiring, possessing and using them.

Unfortunately, a 12-year-old boy in the Netherlands was killed by firecrackers, and two other people in Germany and Austria lost their lives due to the misuse of pyrotechnics. In late 2021., many children and adults around the world suffered serious injuries from handling firecrackers. In Croatia, a 9-year-old boy suffered a severe eye injury from a firecracker explosion, and a 17-year-old boy suffered severe injuries to the fingers of both hands, while an adult male suffered a severe hand injury.

Animal Friends Croatia adds that the sound of firecrackers firing is very uncomfortable and stressful, especially for those still recovering from the aftermath of the earthquake, babies and young children, the elderly, patients with heart diseases and other patients as well, people suffering from PTSD, wildlife and pets. It is unfortunate that many birds and other wild animals died at the end of 2021 due to the violation of the legal prohibition. A large number of pets die each year from heart attacks and often end up under the wheels of cars in an attempt to escape the shooting. Many people welcomed the New Year again by trying to calm down terrified dogs and cats due to the firing of firecrackers. In some cities, air pollution from the use of pyrotechnics has long been felt after the firing.

"It is for a great reason that firecrackers are completely banned and now it is clear that it should stay that way. We will continue to demand that the use of other pyrotechnics of categories F2 and F3 be limited to New Year's Eve and the first hours of the New Year, and we will seek better control over the implementation of good legal provisions" concluded Animal Friends.
