Charging an Animal's Stay at a Shelter
The Animal Protection Act states that "Where, within 15 days from the date an animal is placed in the animal shelter, the owner of the animal does not claim it, the animal may be given away or sold“ (Article 57, paragraph 3). Animal Friends is proposing to amend this provision to the following: "Where, within 15 days from the date an animal is placed in the animal shelter, the owner of the animal does not claim it, the animal may be placed in a home with or without charge for the cost of the animal’s stay in the animal shelter."
Explanation: The goal is to make all shelters non-profit and therefore the law should not allow the option of selling the animals which may lead to abuse as the animals are arbitrarily priced instead of placed in a home. The option for a shelter to charge a foster family only the costs of the animal’s stay at the shelter should remain viable.
The proposal for this amendment to the Animal Protection Act was written in 2012.
