Subject: Criminal charges for torture and killing of animals with a hunting rifle at the Veterinary Station owned by Djuro Bugarin

Dear Mr. Buric,

Based on information from the media and numerous terrified citizens' reactions via e-mail and phone, made in accordance with the Criminal Code (Article 260) we report the owner of veterinary station in Sisak Djuro Bugarin for abuse and killing of animals that are entrusted to his care. In adition we ask you to urgently take measures to prevent further compromising of health and lives of these animals and their torture.

From articles in the media from March 2, 2010, especially Jutarnji list, we learn of shocking facts about the brutal treatment and killing of animals in your jurisdiction. Attached to this application please find the article in the Jutarnji list from March 2, 2010.

According to the testimony of the witnesses, Djuro Bugarin ordered his keepers to kill the dogs by a rifle-shot before the deadline for adoption of 60 days lapsed or even immediately upon capture on the trailer whereafter they were thrown into pits dug in the courtyard of Veterinary Station in Sisak; some were even thrown alive into the pit and then shot dead. Bugarin himself admits that he kills dogs by shooting with a rifle, because he believes he has the right to shoot any dog on the road if he is aggressive. Hereby, not only that he violates the law at the expense of animals, but he thus also causes danger in health and safety to people.

The animals who are kept there do not receive the necessary nursing care, their basic living needs are being ignored, left without water and food, sick and helpless, to die. Also, aware of all of this, the owner does not allow public access to records, nor access to citizens from animal protection associations to receive information about the animals, which he is obliged to by the Animal Protection Act and which is why we submit this report to the competent veterinary inspector.

We stress that the animals during the keeping do not receive necessary nursing care, but are abused and neglected in the most brutal ways possible. Neglecting their basic living needs, as being without water and food, sick and helpless, Djuro Bugarin violated the Criminal Code and Animal Protection Act. We suspect with good reason that Bugarin kills dogs out of material gain before the deadline for adoption lapses, which also violates the Criminal Code (Article 260, paragraph 2). Because of all this, especially because of the danger of the repetition of criminal acts of torture and killing of animals, we request your urgent action.

At the same time, please inform us in writing of the measures carried out, which with we will inform the public through the media.

Subject: Report regarding the application of injury and pain to and killing of animals

Dear Mr. Grbesa,

Based on articles in the media and many terrified citizens' reactions through e-mail and phone we report the torture and killing of animals and ask you to urgently perform inspection in accordance with the Animal Protection Act ("Official Gazette," no. 135/06) performing activities of sanitary service for the City of Sisak, owned by veterinarian Djuro Bugarin.

From articles in the media from March 2, 2010 especially Jutarnji list, we learned of the shocking facts about the brutal treatment and killing of animals in your jurisdiction. Djuro Bugarin, the owner of the veterinary station, treats animals in a manner contrary to applicable laws - Article 4 paragraph 1 and paragraph 2 item 16; Article 38; Article 57 paragraph 1, 4, 5, 6 and 7; and with Article 58 paragraph 1 of the Animal Protection Act.

According to the testimony of the witnesses, Djuro Bugarin ordered his keeper to kill the dogs by a rifle-shot even before the deadline for adoption of 60 days passed or even immediately upon capture on the trailer whereafter they were thrown into pits, dug in the courtyard of the Veterinary Station in Sisak. In some cases they were thrown alive into the pit and then shot dead. Bugarin himself in front of witnesses admitted that he kills dogs by shooting with a rifle, because he believes he has the right to shoot any dog on the road if he is aggressive. Hereby, not only that he violates the law at the expense of animals, but also causes danger for health and safety of people and shows ignorance or deliberate disregard of the relevant legislation in the activities he performs, which refers to a violation of the Labor Law. While keeping the animals, they do not receive the necessary nursing care, rather are their basic living needs being ignored while they are left without water and food, sick and helpless to die. Also, aware of all this, Djuro Bugarin explicitly refuses public access to records compulsory in Article 57 paragraph 1 item 7 and access to citizens from animal protection associations in order to gain information about the animals according to Article 58, paragraph 1 of the Animal Protection Act. We dare to express doubt that such statutory or records exist at all in this specific case.

Because of the seriousness of the situation and indications that the practice referred to this veterinary station has lasted for a long time, we seek your urgent intervention in order to introduce the records how, when and where dogs were/are caught, transported, checked by veterinarians, health care provided, treated, chipped, located, fed and advertised with the purpose of homing, and whether and when destroyed and to ensure public access to those records as it is compulsory by law.

Also, we emphasize that the conditions at the Veterinary Station meet almost none of the segments of the conditions given by the regulations on conditions to be fulfilled for an animal shelter and sanitary service ("Official Gazette," no. 110/04). We request your intervention in this regard, for transparency's sake in the treatment of the dogs and for the citizens of Sisak, who finance this work.

The above treatment is an example of extreme cruelty to animals, causing unnecessary pain and suffering for profit. We filed criminal charges at the Municipal State Attorney's Office in charge for violation of Article 260 of the Criminal Code.

Please notify us in writing of the date and number of inspection, implementation and termination of the proceedings on this application, so we can inform interested citizens, organizations and media about your monitoring and its results.
