We address you in connection with several reports from Rijeka citizens concerning the pigeons that have been trapped in a skyscraper on Paje Sirole 10 street.
According to our information, the landlord at this address instructed the resisdent who has a shed there to remove trash and close some openings with a wire mesh. However, the individual(s) responsible for closing the openings did not drive out the pigeons living in there, but consciously and deliberately shut them in to die in agony from hunger and thirst.
Citizens who, appalled by such cold-blooded actions, requested our help and stated that they contacted the police asking them to intervene, but that the police officers just laughed saying that it was not their job to help with such a matter.
We would like to remind you that according to Article 260 of the Penal Code torturing an animal and causing it to suffer by giving vent to base instincts is punishable by a fine or imprisonment of up to six months. Also, since citizens witnessed the trapped pigeons struggling and could not prevent their suffering, a violation of Article 30 of Act on Offences Against Public Order and Peace has been committed, which prohibits the abuse of animals in public places. Violation of both laws is under jurisdiction of the police, regardless of the fact that this situation is "only" about pigeons.
Given that we have been receiving complaints about trapped pigeons for several days, it is obvious that citizens of Rijeka do not want to watch the suffering and abuse of animals in their city and that they would like to be able to seek the help of police in order to resolve these kind of issues. In the tourist season, such scenes will not find approval among tourists who are accustomed to the civilized treatment of animals in their home countries.
Therefore after the investigation of the situation at Paje Sirole 10 we ask that you please alert the responsible individual(s) of their law violations and their duty to free the trapped pigeons. If the individual(s) refuse to do so or if their previous actions caused the death of pigeons, we expect that reports will be filed against the responsible individual(s), in accordance with the aforementioned legal regulations.
